How do I request a MOTAR Account?

I tried to login but received an error that my account was locked, what should I do?
Security is paramount within MOTAR, and one of the ways we reduce the risk of unauthorized system access is by locking accounts that experience three consecutive invalid logon attempts within a 15-minute period. Accounts may also be locked if they have been reported by other MOTAR users.
